El7 3.1 ondemand-release-web rpm download link not found

3.1 drops support for EL7. The current release notes have a typo about that and state incorrectly that 3.1 is supported which we need to fix.

For context, there was an announcement a few months back around this to discuss why this happened:

3.1 will drop support for EL7

As we begin to prepare for the 3.1 release, we’ve decided to drop support for EL7 (Enterprise Linux 7) which will be officially end of life in June of 2024. We made this decision because Open OnDemand version 3.1 will - in all likelihood - be supported past that date June 2024. This means we are likely to continue to patch 3.1 past June of 2024.
