Are there RPMs to install Open OnDemand versions beyond 4.0.1?

Yes. They’re all here up to 4.0.7. You may be thinking about the ondemand-release package which is still at 4.0.1. That RPM just sets up the yum/dnf repository to point to the location below where you can find the ondemand packages themselves.
