The directory in the home folder can be renamed by any ordinary user.

I need a few pieces of information to understand this more.

From the UI pictures you posted, what user are you logged in as to make the changes?

Are there any type of file ACLs in place that would allow this in your that $HOME directory?

The ultimate test is what are you allowed to do from the CLI? Are you able to make these changes as any user from there on any other user’s $HOME?

‘mv’ can do this from CLI.
You are right, any user can use ‘mv’ to rename the other user’s directory in the home directory
It is because of the setting of the parallel file system.
