Restrict users from accessing some apps

Hi Team ,

I have a group of users who needs customized version of an app i.e jupyterlab environment with their directories and some permissions however I don’t want other 100 users to access this app. Is there any way I can restrict other users to have access to this app may be apply ACL. I understand we can have this app installed in dev environment of that group of users . But , is there any way I can use ACLs . Thank you !
